Quiet-signal gate (issue #97) for the analyser's RAW per-tap display — the server's overlay
frame (rta.ts) and the web-ui canvas (spectrum.ts) both key off this to decide when a
whole tap renders as the floor (all bins at the display silence value) instead of a flat
near-silence "block", BEFORE either side reduces to log bands. Same threshold and the same
issue as BAND_GATE_DB by design coincidence, not a shared fact: that constant gates
aggregateSpectrumBands's own band-tiled reduction, a later stage of the pipeline some
consumers skip. Declared once here so the server and the client read the same number instead
of each carrying a literal that names the other.
