A declared come-up gain, or undefined where range cannot hold it — the ONE place the
absent-never-clamped rule is spelled (spec §2).
A clamped default would rename "the most gain this thing has" as "normal", which is a different
claim from the one the declaration makes; an RME line input's 0..18 therefore declares NO
default rather than +18. Representability is checked with clampGainDb, the one
quantize-and-clamp, so "holds it" and "writes it" cannot disagree.
