The FALLBACK sample rate the strip EQ coefficients are designed for when no live-rate
provider is injected (task #125) — PipeWire's default 48 kHz. The native path always
injects a provider reading the node's live clock rate (NativeConsoleMixer.sampleRate,
mirroring mixer.c's rta_sr atomic), so this constant only carries provider-less callers
(tests, legacy wiring) byte-identically to the old hardcoded behavior.
