An ordered list of SLOTS — a channel ref, or null for a blank spacer — the value a USER
page's slots field carries (/surface/pages/{index}). Element-wise through
channelRefOf; a spacer is a first-class element, not an absence, so [null] is one
slot and [] is none. Duplicates are legal: a console does not fence the same strip twice
on one layer.
