The engine-seam perf histograms (task #72) — enabled + the per-op snapshot table
(PerfOpSnapshot). SYNC and PUMP-FREE, unlike TELEMETRY_RT_PATH and
TELEMETRY_PROCESS_PATH: PerfRegistry already holds every sample as it lands, so a
cold GET (or a ?watch=1, which is a plain row watch) answers straight from it — no tick to
hold open. rt is not part of this shape; /telemetry/rt is its own row.
