The target SET one panic engage would silence — split out of /safety's wide pre-load blob
so a control that only needs "what would this button mute" is not also a subscriber to mute
groups and spares (2026-07-31-rest-entity-map.md §2: "/safety/panic publishes only its
scope; the target set it engages has no address"). Read-only, derived from the same
SafetyController.config().panic/safety already reads — a second address for one fact,
never a second store of it.
