Where the WORKSPACE build puts it, relative to the server package's own directory —
packages/server/{src,dist} → packages/website/.output/public. The same depth from
either, so a console started from a checkout finds it whether it runs compiled or not.
Relative and not absolute on purpose: an absolute path baked in at build time is a fact
about the machine that did the building, and it is wrong on every other machine.
