What the console does with an app stream it did not patch, under safe mode:
park — patched NOWHERE, listed in the patchbay for the operator (the default);
strip — landed on the console's app-input strip instead.
It rides the exclusive latch's row rather than a row of its own: one policy surface, one door,
one switch. SOURCE_POLICIES is consulted FIRST — a no-auto-patch source is never
auto-landed whatever this says, and excluded is neither parked nor landed.
