A pluggable check for whether desiredAddCount more bands can be added to eq right
now. The add-band guard (store + UI affordance) calls a provider of this shape instead
of a bare bands.length < EQ_MAX_BANDS comparison, so a future CPU/RT-aware gate
(#121) can refuse an add the band-count cap alone would allow, with an honest reason,
by swapping the provider — no caller of this shape needs to change.
