Every operation the console had before #57 carried its arguments in its ADDRESS — /scan,
/probe/{protocol}/{scope}, /measurement/run, /scenes/{id}/recall. A paste's target SET
is not an address (a set of instances is not one instance), and encoding a list into a path
segment is §1's percent-encoding defect wearing a different hat. So arguments ride the fire,
decoded by the same codecs every other row's fields go through.
