    FactAbsenceRule: "clear" | "leave" | "sibling"

    What a whole-state RESTORE does when a persisted fact is ABSENT from the file (spec revision 3, #665). clear: the fact returns to what a freshly built strip carries, driven through its own door so the actuator and every client hear it — absence is a value, and skip-on-absent is the load-B-after-A leak. leave: restore touches nothing — headAmp's KNOWN-set rule, because a file that does not know the preamp must never assert a placeholder onto real hardware. sibling: the value rides another fact's field or another snapshot section, and THAT carrier's rule governs. Paste is NOT restore: paste stays undefined-gated and moves only what was copied.
