Type Alias DeviceDisabledRateParams

The same disabled-device finding, with the REAL reason (amendment 2026-09-15): the card's own native rates against the graph rate, rates pre-joined the same way FollowerRateMismatchParams.rates already is. Used in place of DeviceDisabledParams's generic sentence whenever the device's rates were successfully probed.
