A cheap, never-throwing presence probe: whether the physical endpoint the settings describe currently exists (a MIDI port on the seq list, a rawmidi char device). Drives the surface presence watchdog: an enabled entry auto-connects when its device appears and detaches cleanly when it vanishes.
