The gig's safety pre-loads as a client sees them (GET /safety is the row).
Every field is REQUIRED here even though the stored SafetySnapshot has them all
optional. A client must never have to re-derive the defaults and end up disagreeing with
the server about what a panic mutes; SafetyController fills the gaps before sending.
