    One headroom assessment. busyRatio and message are present only when a reading existed — an engine with no measurement yields the permissive { level: 'ok', allowNonEssentialDspAdd: true } (no signal is not danger; the same stance the adaptive-quantum policy takes on a missing load reading). The guard consuming task #120's add-band seam should read allowNonEssentialDspAdd. Display surfaces render their own sentence from busyRatio + level (the web-ui translates them through its message catalog — core never emits display prose as a contract); message is the English log/debug fallback.
