    Interface HarmonicBandLimits

    The authority one call to harmonicBands is given, supplied by the CALLER.

    maxBands is a free-slot count, never a constant: what HRP may plant depends on how many of the channel's sixteen slots the operator and the senior planter have already spent, and that is a per-channel fact this pure function has no way to know.

    The declared values (HRP_MAX_CUT_DB and friends) live in @freemixer/declarations and are read by the caller. They are deliberately NOT imported into this signature: core depends on that package and must never become a second door to it, or a surface would read the desk's declarations locally instead of over OPTIONS.
