The config file's web block as a SPARSE network layer — only the fields the file
actually sets, so the network resolver can rank it below env/CLI (see
network-config.ts). Validated with the same NetworkOverridesSchema as every
other layer, so a bad port fails loudly here rather than binding something unexpected.
