Collisions resolve FIRST, and greedily from the strongest down: a candidate within
collisionCents of an already-kept one is the same spectral region and is discarded —
"merge or select the stronger" (§30), done as selection because a bell deepened by a
near-twin is not a correction anybody measured. Resolving before the caller's capacity
cap matters: a discarded near-twin must not occupy a rank a distant candidate deserved.
The result is ordered strongest-first so the caller's budget takes the head of the list —
§29's "available EQ slots → strongest corrections" as an array slice.
