An open record of operator-entered SCALARS — an adapter's settings, any bag whose keys a
per-type schema (not this codec) owns. The record's shape is open because the schema that
closes it lives with the store's own registry; the VALUES are narrowed hard: strings (capped,
printable — text's rule), finite numbers, or booleans. A nested object or an array is
refused, never silently flattened — the stores this feeds persist to operator-editable YAML,
and a shape the form cannot render must not be creatable through the wire.
The declared type stays Record<string, unknown> on purpose: the persisted stores hold that
(an operator's hand-edited file is not retro-narrowed by us), so the row's read side and this
