Only for counts the operator does not pin directly: a derived heuristic like "matrices are a
quarter of the outputs" is an opening suggestion, so at out=20 its raw 5 lands on 4 rather
than inflating to 8. A count the operator did pin (aux = the OUT of the IN:OUT size) must
use roundUpToQuantum instead — rounding that one down would take away buses that
were explicitly asked for.
