Whether a channel is a member of a given mute group. Used by the surface to light a strip when its group is engaged.
Parameters
- safety: SafetySnapshot | undefined
  the session's safety snapshot
- groupId: string
  the mute group's id
- channel: ChannelRefJson
  the channel to test
Returns boolean
true when the channel is in the group
