The descriptor for a control whose travel is DECLARED — a processor's limit table entry.
The counterpart of gainDescriptorOf, which serves the per-device cardinality. Both
produce the same ControlDescriptor, so a component binds one shape and never knows
which side of that split its control came from. This is the ONE constructor — every other
builder in this module narrows onto it — so disabled and reason can never be paired
inconsistently: a reason is dropped unless the control is actually disabled (a reason on a
live control is a tooltip that explains a refusal that is not happening), and the declared
default rides only where the limit carries one.
