The canonical 1-based {kind, index} id list for a channel kind and count —
channelIds('input', 3) → input/1, input/2, input/3. The one place this loop lives;
console-allocation's bus/input id synthesis and every adapter's topology builder call
this instead of re-writing it. A non-positive / fractional count yields the truncated,
≥ 0 length (never throws).
