The {kind}/{index} pair of a ResourceId as a ChannelId, or undefined when
it addresses nothing (issue #438).
This is THE parser for channel-addressed resources — every entity under /channel resolves its
id through here, so two resources cannot disagree about what an address means. The index is
accepted as a number (internal callers hold ChannelId.index) or as its canonical decimal
string (the REST router hands segments through verbatim). Nothing else: 03, 1e2 and 3.5
name no channel rather than a defaulted one, so every instance has exactly ONE spelling and a
client cannot mint two URLs for one preamp.
