    Class PerfHistogram

    One op's latency histogram. record() is the hot-path method: fixed-size typed arrays allocated once in the constructor, Welford's online algorithm for mean/variance (no growing sum-of-squares, numerically stable over a long-running show), a single Uint32Array bump for the bucket. No object, array or string is created per sample.
